How to retrieve users contacts if users losts all his/her contacts

We have MIIS which provisioned user's domain ID in Resource Forest account from where LCS picks up user data.For any changes in user's RF account, account gets recreated for user and user loose all is/her contact. Anyone knows hot to retrieve users contacts.
