how to restrict ocs user to add some contacts

hi i have a issue.. i deploy ocs 2007 server with PIC for enterprise. but vip's need to the common users do not have privileges to add exact contacts. by example
avelasquez@domain.com can be add hotmail users but only specific list
as name1@hotmai.com, name2@hotmail.com but can't be add name3@hotmail.com
if someone have any experience with this issue .. please get me feedback about that....
