Error [0x8007203A] when creating enterprise pool

I have installed SQL 2005 sp2 on my backend server, all the prep was sucessful, but when I create enterprise pool I get the error message that server is not operational. I created the database instance manually on the sql server, that was successful, any help would be appreciated.
