disable end-users access to the permissions tab setting in office communicator 2005

live communicator 2005 sp1 installed
client: office communicator 2005

is there a way to block the enduser from opening up office communicator and changing the block/allow list?
currently the block and allow list is set from the live communicator server, but the end user can still go to office communicator and open up the permissions tab and make changes to the list.
