Communicator seems to have American Settings, can I change them to UK settings?

My communivcator seems to have American settings, when I dial a local area code 0118 905 xxxx the communicator strips the 011 (American international dialling access code) and replaces it with a + Is there a way to permanently change this? Also if i dial a number in Malta 00356 xxxxxx (very short numbers) the communicator seems to think it is a local number so adds 011 to the front of the number both these numbers fail so I am looking to change the settings. Any help would be appreciated.
